A rare skin condition called aquagenic urticaria can cause itchy, red welts when the skin comes into contact with water, regardless of its temperature.
Surprisingly, even rain, sweat, and tears can trigger symptoms in some people. The reaction is not necessarily caused by anything added to the water.
Interesting fact: People with this condition can usually still drink water normally because the reaction primarily affects their skin.
